There is a mobile phone number I know is no longer active in the same city (held by a carrier) that has cooled down. I would like to register/get this number... since it's not owned, is my only option to register with that carrier and somehow as specifically for that number? Is there another...

There used to be a tool called toutatis that would pull this info, but it is now redacted... you'll get partial data (part of the phone number and a bit of the email). Not much, but its something.
